👮 Supreme Constitutional Court upholds Nicosia Municipality's awarding of Makarios-Stasikratous-Evagorou triangle redevelopment contract

The Supreme Constitutional Court has rejected Cyfield Development Public Ltd's appeal to overturn Nicosia Municipality's decision to assign the redevelopment of the Makarios-Stasikratous-Evagorou commercial triangle to another company. The Court found the earlier ruling and the Tenders Board’s decision to be correct despite acknowledging some grounds of appeal related to Cyfield’s CEO's involvement in the 2014 Paphos Sewerage Board corruption scandal.

The initial tender was announced on May 6, 2016, with five bids submitted. After re-examination prompted by Cyfield’s hierarchical recourse and subsequent judicial processes, the contract was ultimately awarded to a rival company for over €8 million plus VAT. The Court ruled that Cyfield was wrongly excluded solely due to mention in the SAPA case but upheld their exclusion because of sufficient evidence that their CEO held significant decision-making power, contrary to claims.

The Court deemed the municipality's investigation thorough and reasonable, confirming Cyfield's CEO’s influential role within the company. Based on these findings, the Supreme Constitutional Court dismissed Cyfield’s appeals, allowing the redevelopment project to proceed with the selected contractor.
