Responsibility for maintaining buildings and removing structural hazards remains exclusively with property owners, and the state, via DLGOs, intervenes only when owners are indifferent or refuse to cooperate.

Local officials' renewed intervention has raised concerns about people left homeless after evacuations. Where vulnerable residents are affected, the Deputy Ministry of Social Welfare is responsible for providing assistance and temporary housing. Authorities stress safety must be the first priority and warn that treating the state as the default maintainer could weaken owners’ incentives to address dangers proactively.
