🏠 EU Ministers Adopt First Housing-Focused Council Conclusions Under Cyprus Presidency
EU ministers have adopted the bloc’s inaugural Council conclusions specifically addressing housing, marking a significant step in enhanced European cooperation on this critical social issue. The conclusions were approved during the EPSCO Council meeting in Luxembourg, chaired by Cyprus’ Interior Minister Constantinos Ioannou, under the Cyprus Presidency of the EU Council. The document titled ‘Housing: Shifting demographics and shaping policies’ urges governments to consider demographic changes, urbanisation, climate challenges, and economic pressures that impact housing affordability and availability.
The Council highlighted factors such as ageing populations, smaller households, and rural-to-urban migration reshaping housing needs across Europe, while affordability issues affect all generations and income levels. Ministers acknowledged that the housing crisis impacts social cohesion, sustainability, competitiveness, and labour mobility, emphasizing that housing policy is a cross-cutting issue requiring closer EU cooperation despite its primarily national competency. Cyprus expressed pride in leading this shared political objective to place housing at the centre of Europe’s social and political agenda, paving the way for continued collaborative efforts and investment to improve access to affordable and sustainable housing across member states.
