Starting July 1, new motorcycle licensing regulations in Cyprus will prevent learner riders from working unless supervised by licensed instructors, potentially disrupting thousands of food deliveries nationwide. Learner riders must obtain a full motorcycle license before continuing delivery work, a requirement delivery companies say could severely impact operations.

The Road Transport Department has expanded licensing test capacity, doubling motorcycle tests since early 2025 and adding more examiners. However, with over 1,000 applicants awaiting test dates, demand may far exceed supply, forcing some riders to deliver by bicycle, which could slow down service. Many delivery drivers, including foreign workers facing prolonged administrative and licensing procedures, are concerned about their ability to meet licensing requirements.

The licensing changes arise from a 2023 amendment aimed at improving road safety by ensuring riders are properly trained before riding alone on public roads. Delivery firms and riders warn the new rules add to ongoing challenges like low fees, rising costs, and security issues, while authorities maintain the changes were well-publicized and efforts continue to increase testing availability.
