Cyprus has passed new legislation significantly increasing disability benefits and expanding inclusivity for people with disabilities. The reform, described by Deputy Welfare Minister Clea Papaellina as one of the most important in years, will gradually raise monthly allowances and extend coverage to 5,000 additional beneficiaries over three years, aiming to reach 12,000 new recipients beyond the current 15,000. An extra €106 million in funding is allocated from 2026 to 2028 to support this expansion.
The legislation introduces 11 social provisions and eight independent living services designed to support autonomy, social integration, and tailored assistance for disabled individuals. Provisions include personal assistance, transport subsidies, technology access, and the issuance of a European disability card, while services offer support such as sign language interpretation and early family consultancy.
Deputy Minister Papaellina emphasized that success will be measured by improvements in quality of life and social participation, not just policy implementation. The ministry will cooperate closely with disability organizations and publish annual reports to monitor progress, aligning fully with UN and European disability rights frameworks.
