The House audit committee scrutinized a special report revealing weaknesses in the administration of Cyprus’s welfare benefits, including insufficient checks, delayed interventions, and staffing shortages. The Audit Office found that 38% of examined transactions had deficiencies, with issues such as outdated information use, limited verification of applicants' overseas assets, and benefits continuing after a recipient's death. In 2023, the Welfare Benefits Management Service distributed €411 million to about 103,000 beneficiaries.
Deputy Social Welfare Minister Clea Hadjistefanou-Papaellina acknowledged staffing losses reduced capacity but emphasized ongoing reforms. These include improved digital verification via land registries and banking data, reduced application processing times, and modernization of IT systems with artificial intelligence tools. Proposals for 38 permanent posts and the establishment of an internal audit unit are also underway.
Senior officials stressed many shortcomings identified reflect past conditions and have since been addressed. Meanwhile, efforts continue to enhance service delivery through eight customer centers and social activation programs. The audit committee plans to revisit the welfare benefits administration in early September to assess progress.
