Only one in five attempts to serve traffic camera fines has been successful, authorities revealed to lawmakers during a House legal affairs committee meeting. Out of approximately 190,000 attempts to serve out-of-court fines, just 20% were effectively delivered by traditional means such as police stations and crossing points. Concerns were raised over motorists possibly being unaware of fines due to incorrect address details.
Officials explained that draft legislation enabling fines to be served electronically via SMS and email has completed public consultation and is undergoing legal vetting. Lawmakers questioned the current enforcement practice, particularly reports of motorists being notified of fines during passport checks, which officials confirmed is not standard procedure and, if occurred, was deemed incorrect.
Police clarified that fines are served primarily where authorised checks take place and that outstanding fines are only included in enforcement after failed private attempts. The committee requested further information on fine notifications and the progress of electronic service laws, with plans to revisit the issue in future sessions.
