Cyprus to update driving permit laws aligning with new EU digital licence directive
Cyprus has commenced updating its driving permit legislation to comply with the new EU Driving Licence Directive, aiming to introduce fully digital mobile driving licences stored in the EU Digital Identity Wallet. Key changes include a mandatory two-year probationary period for novice drivers and standardised medical self-assessments to ensure drivers' fitness.
The initiative seeks to simplify administrative processes and facilitate licence replacement, renewal, and exchange across EU member states. While digital licences will become the default after a transition period, physical licences will remain available upon request, accommodating those without smartphones or preferring physical documents.
Additional provisions include an EU-wide accompanied driving scheme allowing 17-year-olds to drive under supervision and mutual recognition of driving disqualifications to enforce sanctions across borders. Cyprus' Road Transport Department is currently drafting legislation, with most provisions set to be enforced by November 2029 and accompanied driving commencing in November 2028. A public consultation phase will follow the draft legislation.
