Digital Cooperation Organisation urges international collaboration for digital sovereignty amid AI concentration
The Digital Cooperation Organisation (DCO), of which Cyprus is a member, has launched a new study emphasizing the need for enhanced international cooperation to strengthen digital sovereignty and resilience in the age of artificial intelligence. The study, titled "Cooperative Digital Sovereignty and Artificial Intelligence: Promoting Resilience, Strategic Openness, and Self-Determination," argues that countries cannot achieve true digital sovereignty by isolating themselves but should instead adopt a collaborative approach.
The report introduces the concept of Cooperative Digital Sovereignty, allowing states to develop and govern digital and AI systems aligned with national priorities while staying connected to global ecosystems. It proposes a DCO Framework offering practical recommendations for member states, including Cyprus, to build technological autonomy without forfeiting the advantages of international cooperation.
During a recent visit to Cyprus, DCO Secretary-General Deemah AlYahya engaged with local stakeholders to discuss digital investment, AI, connectivity, and infrastructure, highlighting Cyprus's growing role as a regional technology hub. The DCO believes this cooperative model is essential as AI capabilities become concentrated among a few technology providers, providing a balanced path for nations to maintain influence and foster resilient digital economies.
