Cyprus municipalities seek funding clarity as pay-as-you-throw waste system faces delays
Cyprus is set to introduce a pay-as-you-throw waste system early next year, charging households based on the volume of mixed waste produced rather than a flat rate. However, municipalities are demanding clear guidance on funding, infrastructure, and equipment before committing to the rollout, which has already missed two EU deadlines. The scheme aims to reduce landfill waste and incentivize recycling of materials such as plastics and metals.
Separate collection of organic waste, legally required since January 2024, will be introduced gradually starting with large producers like hotels and hospitals, as infrastructure and regulations remain unresolved. Municipalities are also calling for increased state grants from €117 million to €170 million to cover rising operational costs and inspector recruitment.
While a pilot scheme in Aglandjia showed a reduction in mixed waste, concerns remain about infrastructure gaps, rural area coverage, and fair implementation in apartment blocks. Experts warn of a tight deadline for EU compliance on organic waste, emphasizing the urgent need for improved facilities and funding to meet environmental targets and reduce landfill reliance.
