Parliament reviews new bills to expedite and reform civil service hiring process
Cyprus Parliament on Monday examined a set of bills aimed at streamlining and accelerating the hiring procedures within the civil service, focusing on first-time appointments. The proposed changes include conducting the general written exam only after vacancies are announced, allowing candidates to assess their eligibility beforehand, and publishing all vacancies within the first two months of the year instead of the first quarter. Additionally, candidates will be required to rank their job preferences to prevent frequent job switching and understaffing issues.
The Public Service Commission (PSC) will now have increased influence, with department supervisors' scoring weight rising from five to 15 points. PSC head Giorgos Papageorgiou emphasized the necessity of the reforms to enhance hiring efficiency and maintain trust in the process. Although supported by the attorney-general’s office as constitutionally sound, the bills faced criticism from the Isotita union, which claimed a lack of consultation, particularly concerning temporary employees seeking permanent roles.
The civil service currently employs 22,978 staff and is part of the broader government sector, which totals 53,700 employees across various sub-domains including security and education. Opposition voices and unions have promised further amendments in upcoming weeks, signaling ongoing debate regarding civil service recruitment policies.
