After four days of intense discussions at the International Maritime Organisation (IMO) in London, no consensus was reached on finalizing the new global rules aimed at steering international shipping towards net zero emissions. The 22nd session of the IMO working group, which involved nearly 1,200 participants, ended without a completed text for the Net-Zero Framework that would amend MARPOL Annex VI to regulate shipping emissions.
The unresolved issues mean critical details regarding fuel standards, emission pricing mechanisms, and implementation guidelines will be deferred to further negotiations in November. These ongoing uncertainties significantly impact the global shipping industry, including Cyprus, which hosts the third-largest European fleet and many key maritime companies. With vessels currently being designed and built amid unclear future regulations, Cyprus shipowners face challenges in investment decisions related to fuel types and emission technologies.
The IMO aims for the shipping sector to achieve net-zero greenhouse gas emissions by 2050, with intermediate reductions by 2030 and 2040. The Net-Zero Framework is essential for establishing binding international standards, but its legal adoption has been postponed until member states can reach agreement.
