Cyprus Develops 'Red Flag' App to Combat Crimes Against Women Amid Legislative Gaps
Over the past five years, Cyprus has reported 10,000 cases of crimes against women and domestic violence, with 7,000 progressing to court, according to Justice Minister Costas Fytiris. To address this critical issue, the government is developing a new prevention app called "Red Flag," expected to launch by the end of the year. The app aims to provide an early warning system by identifying suspicious incidents and flagging repeat cases for coordinated intervention.
Despite these efforts, significant legislative and operational gaps remain. Committee members highlighted the absence of real-time risk management tools, fragmented risk assessments, and a lack of transparency in case proceedings. Plans to enhance shelter facilities, including the creation of new space in Larnaca, are also underway, with Deputy Minister of Social Welfare Tina Pavlou emphasizing the need for better coordination among services.
Experts noted recurring challenges, such as 15% of women returning to the Home for Women due to inadequate ongoing support like employment assistance and legal aid. Parliament is set to revisit these pressing issues soon, with calls for comprehensive reforms to implement long-standing GREVIO recommendations and improve protection and prevention mechanisms.
