Cyprus to overhaul public service recruitment system from 2027 to address delays and inefficiencies
Cyprus is set to reform its public service recruitment system following criticisms of the current process as slow, cumbersome, and ineffective. The government aims to introduce a new system in 2027, pending parliamentary approval, to better align recruitment with actual staffing needs and reduce prolonged vacancies that sometimes take up to two years to fill.
Currently, recruitment exams are held before specific vacancies are advertised, causing misalignment and inefficiencies. The new system proposes holding general written examinations only after job vacancies are announced, allowing applicants to decide whether to sit for exams based on existing posts. Additionally, candidates would need to rank job preferences to prevent movement between multiple positions, and the weight of assessments by department heads during oral exams would increase.
The plan also includes removing the need for Parliament to approve vacancy lists and abolishing the Special Committee responsible for organizing general exams. These reforms aim to streamline procedures, reduce bureaucratic layers, and improve response times in filling public service roles. Decisions about canceling the 2026 examinations and submitting vacancy lists to Parliament are expected following an upcoming parliamentary committee meeting.
