Cyprus is turning to Egypt and India to address a shortage of construction workers caused by its Syrian repatriation scheme. The government is in talks with both countries to facilitate the recruitment of laborers, as domestic demand outstrips local supply. A 2024 memorandum of understanding with Egypt provides a framework for bringing Egyptian workers, but it has not yet been fully utilized.
The employers' federations have highlighted the urgent need for about 5,000 additional workers ranging from laborers to skilled engineers. The Cypriot construction sector continues to grow strongly, but employers face challenges due to immigration procedures and paperwork required for non-EU nationals. Efforts are underway to streamline entry permits and facilitate vocational training for foreign workers to meet industry demands.
At the same time, the government encourages Syrian families to voluntarily return to Syria while allowing one family member to remain temporarily in Cyprus to continue working. Employers are actively informing Syrian workers about this repatriation scheme to manage workforce transitions amidst the ongoing labor shortage in construction.
