Cyprus allocates €112 million to research and development in 2025, nearly doubling funding since 2015
Cyprus allocated approximately €112 million to research and development (R&D) in 2025, marking a significant increase of nearly 88% compared to 2015, despite a 25.6% decline from the previous year’s record high, Eurostat reported. Government R&D funding peaked at €150.61 million in 2024 but eased back to €111.99 million in 2025.
This long-term rise in R&D investment reflects Cyprus’ improved economic conditions, allowing for higher public spending on research and innovation than in the years immediately after the financial crisis. Over the decade, R&D allocations rose steadily from around €60 million in 2015 to record highs in recent years.
At the EU level, governments allocated €130.2 billion to R&D in 2025, representing 0.69% of GDP and a 2.4% increase from 2024. Funding per inhabitant varies widely across member states, with Luxembourg spending the most and Romania the least. The largest portion of government R&D budgets is dedicated to advancing knowledge through public universities and related institutions.
