Cyprus to implement faster police disciplinary procedures and mandatory dismissal for sentenced officers
Cyprus is set to overhaul its police disciplinary procedures by introducing fast-track hearings for minor offences, an immediate right of appeal, and mandatory dismissal or compulsory retirement for police officers sentenced to prison. The new regulations, developed jointly by the police and the Ministry of Justice and Public Order, aim to speed up disciplinary actions and remove current disincentives that prolong proceedings.
Under the draft, minor disciplinary offences will be handled by a summary procedure allowing quicker decisions and smaller penalties, such as fines up to €500. Officers will gain the right to appeal penalties imposed through this summary process within 14 days, ensuring their employment rights are protected. Convicted officers receiving a prison sentence, excluding suspended sentences, will now face mandatory dismissal or retirement.
The reforms also call for the suspension of disciplinary cases during ongoing criminal proceedings and establishing a central disciplinary record for all officers. The draft regulations, currently under public consultation, respond to recommendations from the Council of Europe’s GRECO and have been welcomed by police union representatives as a positive step towards improving fairness and efficiency in the police disciplinary system.
