Cyprus plans to reduce number of deputy mayors to improve municipal efficiency
Cyprus Interior Minister Konstantinos Ioannou is leading efforts this autumn to reduce the number of deputy mayors, currently totaling 93 across the country, in a bid to enhance local government functionality. Discussions are underway with the Union of Municipalities and parliamentary parties to find an acceptable solution, focusing on the drawbacks of having a high number of deputy mayors, including conflicts within municipalities such as Polis Chrysochous, which has 13 deputy mayors.
The minister is considering proposals ranging from a drastic cut to 35-45 deputy mayors or linking their number to municipality population size, with smaller municipalities having one deputy mayor and larger ones having two to three. Additionally, he advocates redefining deputy mayors’ roles to take responsibility for specific areas rather than representing particular districts, aiming to reduce intra-municipal disputes.
The financial burden is also a concern, with deputy mayors’ salaries costing the state around €2.5 million annually. If consensus is not reached, Ioannou may submit legislative proposals to Parliament, potentially shifting the responsibility to political parties. Meanwhile, the overall number of municipalities remains a politically sensitive topic, with past reforms consolidating them from 30 to 20 for improved governance.
