Cyprus Renovate-Rent scheme attracts only 86 applications despite 1,000 unit target
Since its launch in November 2024, Cyprus’ Renovate-Rent scheme has seen just 86 applications, far below the 1,000 residential units target to be brought back onto the rental market. Of these, only 54 applications have been approved so far. The scheme, designed to incentivize owners to renovate and rent out older properties at below-market rates, has struggled despite an initial €25 million budget and extended deadlines until 2027.
Industry insiders cite several reasons for the low uptake, including financial calculations that renting by the head to multiple tenants often yields higher income than participating in the scheme, which requires renovation costs upfront and limits rent to 70% of market value for four years. The program’s complex application process and stringent conditions have also deterred owners, especially those expecting quicker, higher returns through selling renovated properties or new constructions.
The government launched the scheme aiming to address the issue of around 30,000 abandoned or dilapidated units, hoping to increase housing supply and relieve rental pressures. However, challenges remain as Cyprus experiences rising population and housing demand, particularly from foreign professionals, further straining the availability and affordability of residential properties.
