Cyprus raises tax-free income threshold to €22,000 with new digital filing system from 2026
Cyprus will increase its tax-free income threshold to €22,000 starting in 2026, marking a nearly tenfold rise since 1991. This change is part of a comprehensive tax reform introducing new progressive tax brackets ranging from 20% to 35% for higher income levels. The previous threshold of €19,500 had been in place since Cyprus adopted the euro in 2008.
From 2026, all residents aged 25 to 71 must file tax returns through the new Tax For All (TFA) digital portal, replacing the long-standing TAXISnet system. Tax filings for income earned in 2026 will open in April 2027 and close on July 31, 2027. The reform includes increased child tax credits and allowances for mortgage interest, rent, and green investments, subject to income limits.
For the current 2025 tax year, submissions remain mandatory for individuals earning below €19,500, with a late penalty raised to €150. By early August 2025, about 20% of taxpayers had started their 2025 returns, highlighting ongoing compliance ahead of the system transition.
