New Framework to End Illegal Dumping and Burning of Agricultural Plastics Introduced to Cyprus Parliament
A new regulatory framework aimed at eliminating the uncontrolled dumping and burning of agricultural plastics is set to be discussed in the Cyprus House of Representatives. The legislation mandates the establishment of a nationwide system for the separate collection and recycling of agricultural plastic waste, with producers responsible for covering collection and transportation costs. Farmers will benefit from free collection points where they can deliver separated plastic waste at no charge.
The proposed rules encompass a variety of agricultural plastics such as greenhouse coverings, ground covers, nets, and silo plastics. The environment committee is currently reviewing the bill before it moves to a full parliamentary vote. Approved by the cabinet in July 2024 and submitted to parliament in October, the framework also requires collective management systems to organize waste collection within 12 months of the regulations taking effect.
The initiative aims to combat environmental pollution and public health risks caused by burning or dumping agricultural plastics by promoting recycling. An impact assessment indicated that while the new system may increase costs for producers and importers, it will reduce environmental harm and public expenses related to illegal waste clearance. Agricultural plastic packaging is excluded from this new legislation and continues to be governed by existing packaging waste laws.
