Cyprus Government Pension Reform Talks Face Critical Decisions on Potential Pension Cuts and Borrowing Practices

Cyprus government negotiations on pension reform have entered a decisive phase as the bill is set to be presented to social partners. Despite initial rejections, proposals to cut pensions for high earners to fund increases for low pensioners remain under consideration, specifically targeting future private-sector pensioners’ earnings-related pension portions. Public servants are not affected due to their distinct pension contributions.

Concerns also surround the end of government borrowing from the Social Insurance Fund and the gradual repayment of a €12 billion debt. While this could build the fund's reserve, it would lead to an annual state loss of around €1 billion, potentially increasing public debt through external borrowing. Additionally, social partners emphasize that agreement is required on reforms related to the second pillar of the pension system, the provident funds.

Meetings scheduled for August 19 and 28 will be crucial for resolving these contentious issues and determining the final form of the pension reform bill.
