Cyprus implements around 80% of GRECO anti-corruption recommendations, ongoing reforms continue
Cyprus has fully or partly implemented about eight out of 10 recommendations from the Council of Europe’s anti-corruption monitoring body, GRECO, according to Christodoulos Charalambous, a Presidency official. Speaking at the Cyprus Forum in Nicosia, Charalambous highlighted significant progress in key areas, with 22 recommendations issued in GRECO's fifth evaluation round covering the central government and law enforcement.
Key reforms include establishing a statutory framework for political advisers, enhanced public consultation platforms, a stricter code of conduct for government members, and a comprehensive asset-declaration system. A central monitoring mechanism oversees these efforts, led by the Deputy Minister to the President. However, three legislative initiatives remain in progress, focusing on asset declarations, merging conflict-of-interest bodies, and modernizing public access to government information.
Charalambous emphasized that while reforms are ongoing, portraying Cyprus as static on corruption and rule-of-law issues is misleading. He stressed the need for continuous reform and vigilance, citing strengthened institutions like the Independent Authority against Corruption. The discussions at the forum underscored the importance of independent assessments and adequate resources to support effective governance reforms.
