Calls were made for stronger parliamentary oversight, improved anti-corruption measures, and greater protection and cultural support for whistleblowers. Experts emphasized the need for meaningful citizen engagement and maintaining independent institutions to resist democratic decline, warning that resilience depends on trust and accountability rather than just formal legal frameworks.
