EU approves European Critical Communications System for cross-border emergency services by 2036

The European Commission has approved two draft regulations to establish the European Critical Communications System (EUCCS), enabling seamless communication among police, firefighters, paramedics, and civil protection services across EU borders. The regulations, based on Articles 87 and 196 of the EU Treaty, aim to overcome current limitations where national emergency networks cease functioning at borders, as highlighted by recent incidents during wildfires and police chases on EU frontiers.

EUCCS will operate as a decentralized “system of systems,” allowing member states to retain ownership of their networks while ensuring interoperability via a common infrastructure managed by the Commission. Implementation is planned in three phases, starting in 2030 and culminating in full connection by 2036, with about 8 to 12 countries expected to commence initially. National authorities must designate strategies and security centers within three months of regulation adoption.

Security and resilience measures comply with existing EU cybersecurity directives, ensuring critical communications are prioritized and separated from commercial networks. The initiative also includes establishing EU-level oversight groups and virtual monitoring centers to maintain network and security integrity. Denmark has opted out initially but may reconsider joining within six months.
