Cyprus Agriculture Ministry Considers Changes to Halloumi PDO Standards Amid Milk Quota Challenges
Cyprus’s agriculture ministry is under pressure to act swiftly to protect halloumi’s status as a Protected Designation of Origin (PDO) product by either changing production standards or raising the required goat and sheep milk quota to 50%. The current milk quota remains at 15% until the end of 2026, with a transition period expiring soon.
The ministry faces two options: approve halloumi and cheese producers’ request to amend PDO standards or gradually increase the goat and sheep milk quota through ministerial decrees by July 2029. The ministry is reportedly leaning toward pursuing the first option to allow time for national and EU approval processes.
Tensions between sheep and goat farmers, cattle farmers, and producers have complicated efforts, as over 90% of halloumi is exported, yet current sheep and goat milk production falls short of the required levels. Since the 10-year transition period ended in 2024, Cyprus has extended it to 2029 under EU provisions, highlighting the urgency for change due to rising cow’s milk availability.
