Cyprus is among eight EU member states with a fully designated national contact point for the cross-border referral of human trafficking victims, according to a report published Monday by the EU Anti-Trafficking Hub. The report highlights Cyprus' fully institutionalized national referral mechanism, which is supported by both legislative and administrative measures.

The European Commission's directorate for migration and home affairs noted that Cyprus is currently reviewing its legal and procedural framework to enhance early victim identification, clarify authority responsibilities, improve child protection, update guidelines, and strengthen inter-agency cooperation. Standardized procedures and regular communication between services have contributed to the effective coordination of the referral system.

Despite these advancements, the report identified challenges related to varying responsibilities and priorities among agencies, the need for continuous frontline personnel training, consistent application of referral processes, and handling an increasing caseload with limited resources.
