Cyprus Attracts 83% of Foreign Investors Despite Challenges, EY Survey Shows
Cyprus continues to enjoy strong foreign investor confidence, with 83 percent of international investors finding the island attractive for foreign direct investment, according to EY's Cyprus Attractiveness Survey 2026. The country’s FDI stock is estimated at around €82 billion in 2025, mainly concentrated in financial services, real estate, and ICT sectors. Among the 80 foreign investors surveyed from 23 countries, 67 percent plan to enter or expand their operations in Cyprus, reflecting growing optimism.
Tax advantages remain Cyprus’s main attraction, with 90 percent rating the corporate tax regime favorably despite the recent increase in the corporate income tax rate from 12.5 to 15 percent. Quality of life and political stability also scored highly as investment incentives. However, energy costs, access to finance, and bureaucratic hurdles were pinpointed as key challenges.
Geopolitical tensions represent another significant concern for investors, with 74 percent perceiving it as a risk over the next three years. Still, 60 percent of respondents expect Cyprus’s attractiveness for FDI to improve, particularly in real estate, infrastructure, and construction, while tourism, ICT, and fintech also show promise for driving future growth.
