Cyprus proposes new National Civil Protection Mechanism under Cabinet oversight

Cyprus parliament is debating bills to rename the Interior Ministry as the Ministry of Interior and Civil Protection, placing the new National Civil Protection Mechanism under a National Coordinator within the ministry. However, the Defence Ministry advocates for the mechanism to report directly to the Cabinet, emphasizing centralized planning that includes cybersecurity and potential wartime events.

The proposed legislation also aims to transfer the Fire Service to the newly named ministry, though plans to incorporate the Forestry Department into the ministry have been postponed. The bill permits the National Guard to assist in natural disaster responses without compromising its core defense duties.

Interior Ministry permanent secretary Elikkos Elia highlighted the urgency of reform, citing recent major fires as evidence of evolving risk environments necessitating unified, coordinated crisis management. The reform, initiated in collaboration with EU experts, covers the full crisis cycle and aims to institutionalize a permanent civil protection system through the establishment of a General Directorate and a National Coordinator post, with implementation set to begin following a Cabinet decision.
