President Christodoulides denies disagreement with Attorney-General Savvides over legal service reform plans
President Nikos Christodoulides has stated that he has no disagreement with Attorney-General George Savvides regarding the government's proposed reforms to Cyprus's legal service, despite ongoing debate. The reforms aim to split the attorney-general's role into two positions: the attorney-general as the state's legal adviser and head of legal service, and a new director of public prosecutions (DPP) responsible for public prosecutions. Both roles would have deputies and be subject to a single eight-year term limit.
Savvides has expressed constitutional concerns, particularly about invoking the doctrine of necessity to establish the new offices and the requirement for one of the DPP positions to be a Turkish Cypriot, which current plans do not address. He warned of potential negative consequences if the Supreme Court later overturns the bills. The government, however, maintains that the reforms respond to societal demands and align with international reports calling for rule of law improvements.
If passed, the changes will introduce new appeal procedures for decisions made by the attorney-general and DPP and are expected to come into force on December 1, with term limits activated after constitutional amendments.
