Slow Progress in Ktizo Refugee Housing Scheme Despite €130M Investment
The Ktizo scheme, aimed at relocating refugees to safer, improved housing, is progressing very slowly, with only one new apartment building completed since its launch in April 2023. The government allocated €130 million to upgrade living conditions in 358 refugee estates, but just two of the 19 planned new buildings are expected within three years, far behind expectations.
Refugee MPs voiced concerns, highlighting that 43 apartment buildings deemed structurally unsound are slated for demolition, yet progress remains stalled. A major hurdle is the co-payment required from refugees—approximately 10% of the apartment’s value—which many families cannot afford. While proposals to subsidize these costs through the Central Agency for the Equitable Distribution of Burdens are under consideration, no formal decision has been made.
Additional delays stem from contractor execution issues, rising material costs, and disputes with tenants. The parliamentary refugees committee has announced plans to summon the interior minister to discuss potential modifications to accelerate the scheme and address the financial challenges facing displaced families.
