Sustainable debt grows in Cyprus but market remains narrow and government-led
Sustainable debt accounted for 11.5% of all debt securities held by Cyprus residents in Q1 2026, slightly above the euro area average, according to analysis by the Central Bank of Cyprus (CBC). Cyprus residents held €3.40 billion in sustainable debt, with green bonds as the largest category. Sustainable debt issuance by Cyprus entities was €1.40 billion, mainly concentrated in government and banking sectors, with limited corporate involvement.
The Cypriot market differs from the broader euro area in its larger share of securities combining environmental and social objectives, and absence of sustainability-linked or social debt securities—areas identified for future growth. Sustainable securities currently represent only 2% of collateral pledged by Cypriot banks in Eurosystem monetary policy operations, though upcoming ECB climate-related collateral adjustments may incentivize greater use.
