Cyprus to upgrade Digital Citizen app with €9.7 million tender including EU Digital Identity Wallet integration
Foreign nationals living in Cyprus can access the Digital Citizen app by registering with their Alien Registration Certificate (ARC) number instead of a national ID card, according to the Deputy Ministry of Research, Innovation and Digital Policy. Currently, foreign residents can add their vehicle’s MOT and Fan Card for sporting events to the app, with plans to add residence documents by late October or early November.
The Deputy Ministry has launched a public tender valued at approximately €9.7 million to upgrade and maintain the Digital Citizen app over five years. This upgrade will integrate the EU’s Digital Identity Wallet (EUDI Wallet), expand official digital documents available, and add new functionalities such as certified document sharing, electronic consent for data sharing, and real-time notifications.
The enhanced app aims to become a comprehensive tool for state and private sector interactions by 2027, subject to EU certification and interoperability checks. Security measures including vulnerability assessments and incident management are integral to the project. Although the cost has faced scrutiny, the Ministry emphasizes this tender value reflects a thorough assessment of technical and operational needs.
