Lebanon signs Digital Cooperation Organisation Charter, boosting ties with Cyprus and digital economy
Lebanon has signed the Digital Cooperation Organisation (DCO) Charter, beginning the process to become a full member of the intergovernmental body focused on digital economy growth. The move enhances Lebanon’s cooperation potential with Cyprus and other DCO member states, expanding collaboration in digital transformation, artificial intelligence, and technology entrepreneurship. The signing took place in Riyadh and was formalized by Kamal Shehadi, Lebanon’s Minister of State for Technology and AI, and Deemah AlYahya, DCO Secretary General.
This development adds a new digital dimension to the already strong relations between Cyprus and Lebanon, which extend across political, economic, energy, tourism, and security sectors. Cyprus, a current DCO member, sees Lebanon’s accession as an opportunity to deepen partnerships through shared expertise and investment in emerging technologies. Lebanon also launched its Digital Prosperity Plan alongside the signing, aiming to translate digital priorities into concrete initiatives and measurable outcomes.
With internet penetration at approximately 91% and around 550 ICT companies, Lebanon’s established technology sector and talent pool provide a solid foundation for cooperation under the DCO framework. This membership move aligns with Cyprus’s ambitions to be a regional hub for digital services, potentially strengthening bilateral collaboration in AI, digital infrastructure, and technology innovation.
