Cyprus Banks Clear Non-Performing Loans but Private Debt Challenges Persist, CBC Analyst Says
Cyprus has significantly reduced non-performing loans (NPLs) within its banking sector, bringing asset-quality metrics in line with the European Union average, according to Xenios Socratous from the Central Bank of Cyprus (CBC). This turnaround was driven by measures including portfolio management, legal reforms, and economic recovery. However, Socratous emphasized that while banks have largely resolved their NPL issues, substantial private debt problems remain outside bank balance sheets, held mainly by credit-acquiring companies.
The legacy of the debt crisis includes burdensome obligations for households and businesses, which continue to affect economic activity and property markets. The shift of problematic loans off banks’ books does not erase the underlying credit risk but transfers it to other entities, prolonging the impact on borrowers. Socratous highlighted that accurate loss recognition, effective insolvency frameworks, and sustainable restructuring are essential components in managing Cyprus’s broader private debt challenges.
The analysis also pointed to structural vulnerabilities predating the 2013 crisis, including excessive exposure to real estate and lending practices focused too heavily on collateral values rather than repayment capacity. Despite progress and resilience demonstrated during the COVID-19 pandemic, Socratous concluded that while banks have moved past the worst of the crisis, many borrowers are still dealing with unresolved debt issues.
