Transparency Commissioner to Announce Outcome on ‘Black Van’ Spying Case on Monday
The Transparency Commissioner, Haris Poyiadjis, confirmed he will issue an announcement on Monday regarding the ‘black van’ spying case involving the security company WiSpear. The case centers on the use of surveillance equipment by WiSpear's black van and has attracted renewed attention following a 2023 complaint seeking to reopen the investigation.
In 2021, the attorney-general suspended prosecution of WiSpear's CEO and other individuals, focusing instead on the company which pleaded guilty to personal data violations and was fined a total of €1,001,000 by Cyprus authorities. The anti-corruption authority operates under the legal service's constitutional power and cannot reopen cases once decisions have been made by the legal service.
Poyiadjis emphasized that reopening the case based purely on dissatisfaction with prior legal decisions would undermine the rule of law. The authority respects the attorney-general's constitutional role and must avoid setting a precedent where disagreements with court rulings lead to repeated investigations prompted by populist pressures.
