Supervision of Jointly Owned Apartment Buildings to Shift to District Local Government Organisations in Cyprus
The supervision of jointly owned apartment buildings in Cyprus is set to be transferred to district local government organisations (EOAs), pending the fulfillment of specific conditions by the EOAs. This move, agreed upon by the interior ministry and EOAs at a recent House committee meeting, aims to establish a new supervisory system and create a formal register for these buildings and their management committees.
The reform introduces a supervisory authority and an online platform for management committees, with the government funding the initial software development. A transition period of up to two years is planned, during which the state will cover key costs to help set up the service. EOAs have requested legal powers and financial support to avoid past issues experienced when local authorities were assigned similar responsibilities without sufficient resources.
The bill, under discussion since 2019, is designed to address problems such as poorly maintained buildings, unpaid communal fees, and the management of dangerous structures. Cyprus currently has approximately 30,000 jointly owned developments, housing around 200,000 residential units, underscoring the importance of improved oversight and effective debt collection.
