Government denies state funding for new system overseeing jointly owned building management committees
Interior Minister Constantinos Ioannou informed parliament that the government will not provide state funding for the new system intended to oversee management committees in jointly owned buildings. Instead, district local government organisations (EOAs) will need to finance the service from their existing budgets. The government aims to transfer oversight responsibilities from the land department to local authorities, granting EOAs greater powers to supervise committees and address issues such as unpaid communal fees and poor maintenance.
While state funding will cover the necessary software platform to operate the system, costs related to staffing and implementation are expected to be managed by the EOAs themselves. The minister noted that initial costs should be limited, with staffing requests potentially included in next year’s budget. The transition period for developing the system, creating registries, and establishing procedures may last up to two years.
Cyprus currently has around 30,000 jointly owned developments containing approximately 200,000 residential units. The reforms aim to improve management and upkeep of older apartment buildings amid rising concerns. The bill will return to the House interior committee for further discussion later today.
