Paphos public transport concessionaire fails to meet bus purchase obligations, incurring over €4 million in fines
The concessionaire for Paphos public transport company Osypa has purchased only 32 of the 72 new buses it was contractually obligated to add by February 2024. Despite incurring financial sanctions exceeding €4.5 million for this failure, the company has not yet acquired the remaining 40 buses. The audit office highlighted that an essential contract term remains unfulfilled more than two years after the agreement.
The contract, signed in November 2022, required 80 working buses, largely new, with transfers from older vehicles limited. Although the concessionaire provided certifications promising timely delivery, orders placed in early 2023 did not produce the expected fleet increase by the extended deadline in February 2024. In the interim, services have relied on rented and older buses.
The audit office criticized initial contract planning and the penalty system, suggesting the financial repercussions have been insufficient to compel compliance. With fines accumulating at about €150,000 monthly, the office warned the contract lacked adequate enforcement tools to ensure the concessionaire met its obligations.
