Nicosia’s DLGO rejects responsibility shift for Cyprus' waste infrastructure and demands funding safeguards
Nicosia’s District Local Government Organisation (DLGO) has officially refused to accept the transfer of legal, financial, and administrative responsibility for Cyprus's inadequate waste infrastructure and management failures. DLGO president Konstantinos Giorkatzis highlighted the substantial financial risk from EU penalties due to the country's continued reliance on landfills and called for clear red lines in handling waste management duties.
The DLGO cautioned that managing existing and planned waste infrastructure—valued at nearly 50 million euros over two years—without corresponding state funding is unsustainable. It demanded guaranteed national and European funding, protection from EU fines, and a consultative process with the government before legislative or fiscal decisions. The Ministry of Agriculture insists that meeting EU recycling and landfill reduction targets is a national priority, aiming to reduce landfill to under 10% and increase recycling and composting to 65% by 2035.
DLGO criticized previous fee increases imposed on residents without improved services and warned the planned landfill tax risks becoming solely a revenue tool unless significant treatment infrastructure is developed. The Ministry plans transitional upgrades and a full study on technological solutions by 2028, with some initiatives like “Pay As You Throw” slated for introduction in 2027, supported by 25 million euros in funding for local authorities.
