Nearly one-third of jointly owned buildings in Cyprus remain unregistered, study finds
A recent study by district local government organisations (DLGOs) reveals that almost one in three jointly owned buildings in Cyprus is not registered and lacks a final approval certificate. Out of 20,919 jointly owned buildings across the island, 6,711 remain unregistered, while 14,208 are registered. These unregistered buildings comprise nearly 60,000 units, with many not qualifying for management committee registration.
The study, conducted during discussions of the Management of Jointly Owned Buildings and Related Matters Law of 2023, highlights challenges in monitoring and managing these buildings. The responsibility for this oversight was transferred from the Land Registry Department to DLGOs, who face tensions including funding constraints. To sustain their role, a proposed annual fee of €20 per unit could generate over €3 million in revenue from registered units alone.
The study also outlines necessary reforms before DLGOs assume full supervision, including legal adjustments, fee restructuring, better data digitisation, and a centralised digital platform for management committees. Additionally, it stresses the importance of collective decision-making within DLGOs and the need for accurate, updated property data to implement the new legislation effectively.
