UN Secretary-General Antonio Guterres encounters firm opposition from Turkey as he seeks to organise high-level meetings aimed at resolving the Cyprus problem. While the Turkish Cypriot leadership has given a qualified approval and the Greek Cypriot side responded positively, Turkey's reluctance—evident in President Erdogan's limited references to Cyprus—complicates the process. Guterres plans two phases of meetings: a 2+1 format involving himself, Greek Cypriot President Nikos Christodoulides, and Turkish Cypriot leader Tufan Erhürman and a 5+1 format including the three guarantor powers.
Christodoulides is in New York for the UN’s High-Level Week, engaging in talks and meetings focused on advancing the Cyprus dialogue. He will meet Guterres and Guterres’s envoy María Ángela Holguín, who may present a long-awaited convergence document aimed at unifying positions. The Cypriot government remains committed to facilitating an enlarged meeting to restart substantive negotiations.
Christodoulides’s packed agenda includes meetings with world leaders, participation in multilateral discussions, and engaging diaspora organisations, signalling Cyprus’s proactive role amid complex diplomatic dynamics. Although a multilateral meeting during the High-Level Week is unlikely, Guterres will continue consultations to clarify all parties’ intentions and possibly announce new initiatives.
