Cyprus boosts development aid as overall EU assistance declines by 11.4% in 2025
Cyprus has notably increased its official development assistance (ODA) despite a sharp 11.4% decline in overall European Union aid in 2025, according to the 2026 AidWatch report by CONCORD. The island nation expanded its aid focus on humanitarian action, including significant contributions to the humanitarian crisis in Gaza through the Amalthea Plan, while also broadening support in education, training, gender equality, and Sustainable Development Goals.
The report highlights Cyprus’s enhanced role following the institutionalization of CyprusAid in 2024, making its development cooperation more visible and structured. However, CONCORD calls for Cyprus to adopt a clearer public strategy, more transparent ODA reporting, and formal mechanisms for civil society engagement to improve aid effectiveness.
Despite overall EU aid cuts, the report emphasizes that reductions do not necessarily reduce aid quality. Several European countries are safeguarding the impact of their assistance by focusing on poverty reduction, untied aid, and support for the world’s most fragile states. The report stresses that EU development cooperation must prioritize transparency, poverty, and inequality reduction, resisting shifts toward economic or strategic interests.
