Turkey issues arrest warrant for retired colonel in reopened investigation of intelligence officer's 2011 prison death
Turkish authorities have issued an arrest warrant for Hasan Atilla Ugur, a retired colonel located in northern Cyprus, as part of a renewed probe into the 2011 death of Turkish intelligence officer Kasif Kozinoglu at Silivri prison. The investigation reopened after a review overturned a previous decision to close the case. Ugur is among four suspects targeted in detainment warrants by the Silivri chief public prosecutor's office. The others, including former Silivri prosecutors and a fellow prisoner, have been taken into custody in Istanbul and Ankara.
Kozinoglu, who died at Silivri state hospital while imprisoned during the Ergenekon investigation, was officially reported to have died of a heart attack. His family disputed this finding due to his lack of known heart conditions. Ugur, who shared a cell with Kozinoglu, noted the officer had complained of chest pains after exercise and alleged threats from a prison faction linked to President Erdogan's rival Fethullah Gulen. An exhumation is underway to test for possible undisclosed medications administered in custody.
Legal measures are ongoing to secure Ugur’s arrest and transfer from the occupied north. Kozinoglu, formerly with Turkey's National Intelligence Organization, had been acquitted of Ergenekon charges in a 2019 retrial. Ugur is also known for his role in interrogating Kurdish militant leader Abdullah Ocalan in 1999.
